Ty Lee does not appear until you have progressed far enough with Suki, she will be found in the market once you've hypnotrained Suki enough to work in the brothel. Suki is found in the tunnels after the wall you break which is straight ahead of the tunnel entrance, you need to advance your earthbender training a few times to break it.

There's a scene where she shows up at the brothel and argues with Suki a bit and that is as far as the game goes for now.

Indeed: city, your own shack and then in the brothel. Finally since the brothel is too small, you need to upgrade the brothel. That's it for now, at least for version 0.6.04d.

Currently there is no way to progress Joodee's scenes.
When you want to replay those, you need the following console commands.
There are no scenes anymore, if "joodee_tits = 4", there are for 1, 2 and 3.
joodee_tits = 3
renpy.jump('bk3_home')
renpy.jump('bk3_home')
You could also just modify the "joodee_tits" variable and go "home".
