They don't though? Loli is generally defined by the body type and appearance, not strictly by age. Occasionally you might see a game with a heroine with small tiddies getting falsely tagged as loli, but this one has a short, flat heroine. Definitely fits the bill

There is a side quest for the daughter to free the phantom thief. Clearing that with him free is the only way to get the last tool (that I know of). As for how to trigger this side quest, I'm not sure exactly as it sorta just happened as a matter of course on my first run (I'm a check everything/talk to everyone kind of gamer).
For me, after doing a scene with her at the pool in that film studio (Which is Mandatory for the side quest) in Genovese, she was an rng appearance in Monicabel. After doing things there, the next day, I went back in front of the brothel at night and she was in font of it. Upon talking to her, I then went and talked to the Caped lady and she revealed herself. After doing that, I went to the bank and finished off the side quest completely. Hope that helps. Now, if it is not night, then try day. That's the only part where I could be mistaken, but if that does not work, it may be bugged for you.
I'm not sure why it is greyed out, unless playing the Steam Version in its unpatched state. I bought both the steam version and the actual website version and did not bother with patching it to the full uncensored version that Steam heavily watered down. The unpatched steam version only allows Easy Mode. Good luck with getting Normal and Hard modes opened.
ell, it mostly depends on what difficulty you play on and how experienced at the game you are. My first play through, as a level 1, on hard mode, was an instant defeat. If you play it on easy mode, its a cake walk, so really, you just have to get accustomed to it like you would any game. But in terms of replay value and challenge, I love to play it over and over. I've almost gotten 100% completion but that's just me.
