Yo been hearing that this has an interesting story but I'm also wondering how good are the H Scenes and is there anyway to revisit them once got or is it a one and done.
How good the H Scenes are depends on your personal tastes - bisexual characters, some futanari, and plenty of monster-boys and monster-girls are probably the most prominent kinks. The scenes are pretty much all consensual with a couple of instances of dubcon, and some other instances of (consensual) submission play.
I personally first heard of this game through one of the artists, Asera, on Hentai-Foundry, and it might be a helpful barometer to browse their gallery there and see what you think of the content.
Having said that, despite the imo high quality of the H Scenes, this is the sort of game that has long stretches of porn-less gameplay in between practically each scene. I'd have to say that it's the kind of game that isn't quite a porn game so much as it's a regular game with interesting plot and characters, that happens to occasionally include porn.

To answer your second question, it varies. Some of the H Scenes are replayable - specifically, the kind where you interact with a crystal and select the scene from a list. After viewing these scenes once you can view them again by just returning to the crystal and selecting them again. (I should also note that while some crystals transfer over to the dimensional fortress after the end of chapter 1, some do not, so you'll want to keep a save file from before the end.)
The creator also plans to implement a gallery room, but at the moment it's just a mostly-empty room with one scene as a proof-of-concept. (Accessible from the top floor of the palace in the dimensional fortress.)
And it really isn't the same as viewing a full scene, but it's also possible to find and view the various illustrations by following this path from the game folder: Fractured_Worlds# -> www -> img -> pictures
