How do you progress with Olivia in the New World Order Task - ive done the others but can't seem to progress on that - any help welcome

When Olivia is over, just go to bed with Ann. repeat until quest is completed.

Did you sunbathe with Kira and Ann? If you did, it's possible that you can no longer complete your quest.

Just check the time after 12-00 or 13-00, when Alice is sunbathing by the pool and Anna is nearby. You click on Alice, make her сunnilingus and Anna is watching this, trying to comment.

Just wait for early afternoon. There are a few scenes in each bedroom. You can do them in any order (I think). Just skip 10 min at a time until she's in the room you want and enter it. When you start getting the same lines every time, you've reached the end, try a different room.
