Yes, it’s broken. "Ignore" for health/depravity/obedience/dirtiness/milk means "Always true", so if you ignore anything and then use "any of the above", the overall result is always true.

Monster Black Market is probably the best and most similar. ProjectR has some similarities too.
Mudblood Prologue is also similar, but with less construction work.
There are also breeding games that take a more personal approach, but the genre seems to be cursed - not a single game is considered complete. I recommend Breeders of the Nephelym.
And there are RPG breeding games, such as Portals of Phereon and Strive: Conquest. Where the main reason you'd do breeding, is to breed some ultimate warriors to take with you on adventures.

Is the trait system purposefully busted or is it just me. i cant produce a goblin with 2 traits for the death of me. neither can i constantly improve already existing traits through selective breeding. no matter with what female i breed a goblin, his offspring will always get either 1 or no traits.
Black Market allows children to be born, but it is not a breeding game. And Maze Cave is not a breeding game at all - you have to buy all your adventurers. They do have some similarities, though.You could also add Maze cave to your list, my friend.
Speaking of breeding, recent updates to Dungeon KeepHer allow breeding. I guess it is most similar to RPG breeding games, because in this game, fighting is all quality over quantity.
I think there is no proper heredity in this game, and offspring traits are just randomly chosen for their species.

That means you're stuck and need to start from the beginning. Unless you are still in the tutorial, in which case the goblin shaman will give you build materials for everything you need to build.

You can easily edit your values with Cheat engine, or simply use saveeditoronline to edit your savefile. Make sure you build some storage rooms afterwards, because the value for food/milk is limited. Once you build some extra space, note the value like 2000 units food/Milk and search with saveeditoronline inside your savefile and change it. Then Download, Copy+Paste = enjoy.

This is actually the last version of this game, unless we will get a update with bugfixes and stuff.
If you look some pages back, there are some almost finished game savegames, that you could try.
Depending on your current state of game progress, a fresh start could also bei helpful.
You have 3 save slots. i would recommend, you use the first one for after the tutorial, the second for game progress and the third one as a backup, so you can still go back If you mess up something inbetween.
