You basically have to show no interest in him. That's how I managed it. If he and another person are options to invite to something or visit, choose the other person.

I also think you need a good score less than 10, cause I've done multiple playthroughs with Dave as Ashley's boyfriend, which requires mostly good decisions to keep him very happy after they become a couple and in those playthroughs my good points at the time when I had to make the decision was 10+ but I could only get the tattoo in the latest update. Since I wasn't fucking Arthur in my main playthrough, I had to cheat on Dave with Jack to at least get the 40+ Bad points and >10 Good Points to get the whore outfit then blonde option.
