It is weirdly both\either.Biweekly is twice a week. Fortnightly is every two weeks. Monthly is every four weeks
Seems odd, as biannual only means twice per year. It does not have the same double application. Biennial means every two years.
But, biweekly is used for each.
It's because the prefix "bi" means "twice", as well as "two".
So, it can mean "twice" per week, but it's also perfectly acceptable to mean every "two" weeks (which I, same as you, would call fortnightly, or bimonthly).
Twice per week is also known as semi\half-weekly.
