Many do, so don't blame yourself too much. From a language POV it is not a clear expression, however the way it is used indeed means "has been patched pre (before)"Lmao, thank you. For some reason I was misreading "pre-patched" as before it got patched, not as in already patched. Don't know why I read it that way.
