It could be because he did not put the "update" filter/tag. There was a request posted by another user that is yet to be rejected. His own has the "update" tag, idk if that's the reason.

hardly - the reason is it was a duplicated request...prior to requesting an update, it should be checked if the request is already there, as in this case it was.
