Charlotte and her students should be in the gym if that's what you referring to. You need to get help from either Gou or Cassandra to access them.
Try using the game console to enable him again and see if that works.

You can restart him alone by using the new name cheat, there's a button beneath characters I use as a last resort for when characters break in weird ways.

How Do I advance with Bay? I've gotten to the end with Saffron I think, Already unlocked the slutty maid.

If you progress enough with both you get the prompt when doing maidplay with saffron to advance to doing both at once
