How do you actually change She-Hulk's outfit when you get relations to 30? The achievement text says you can make her change into the nude, but I have no options in the change outfit menu.

1 and 3: skeep got/had to get new artist so graphics changed quite a long ago.

not remake and these games don't follow normal versioning aka that after 0.9 comes 1.0, it can come but still not complete game so if sees o.9 its better to think it as 0.09.
