(a) It's Komisari's style so far, only rare update but huge in size.
(b) That means: in my eyes it is worth playing in this state. While not completed it doesn't end on a terrible cliffhanger but at a decent "breathing break". And the content already is more than many a finished game.

There is a LOT of content already. You'd be better off (IMHO) to go ahead and play what's available now to "get it out of the way" for when the update does eventually get here - you'll be ready.
Plus you can go ahead and join the Cult of Lucy and start arguing with people on here
