It would not at all be a smart move and he and other devs like him are well aware of that which is why none of them do it.I may be wrong but the smart move from Komi would be to start making a new game under a different name to milk two cows.
If you think about it, there are some games that match the style of Hero's Harem Guild.
Making a new game takes a lot more time and effort with less chances of a payoff than updating an existing already popular game. There is no guarantee that the new game you make will ever be popular (for example The Daily Life of the Pan Hero which has 44 paid subscribers after almost 3 years). A half decent demo takes between 3-6 months of hours of daily work and you will have no subscribers at all for it until you release it. The whole idea of milking is to get as many paid subscribers as possible and then not doing anything while collecting funds. So it would make no sense to go and bust your ass making a new game, which might not pay off at all, in the hopes that you can milk it later when you already have a very popular game which would bring you more money updating it. If you don't want to put in the time and effort to make updates and simply want to collect funds (aka milking), then you sure as hell will not want to put in even more time and effort to make a new game which might not even get 100 subscribers after multiple years (which btw you will also have to update at least a few times because it takes months to collect any subscribers for a new game and people will see right away that it's a scam if during that time no updates are made).
If he wanted to make anything he would have made the update and got more subscribers, and if he doesn't want to make anything but only to collect funds then he wouldn't make neither an update nor a new game. That's the whole idea of milking: getting funds without releasing anything.
