Well the devs said so in their post if you tried to google translate (though it depends on their schedule so they might or might not update)

well, the game is still in development so i can see it definitely reach ver2.0 soon. and after that i think the game will be bug hunting and devs will moving to their next project

The file hosts are bad, but without Shine and Velka we probably wouldn't get half the Japanese games we do. You can't just sign up to nopy like other sites. Zippy are fast, but a lot of people think their block means the links are dead.

The fan translator got asked to stop by the developer, version 1.3 is the only one with a translation. There will eventually be a English version from Kagura.
Nothing new really.
Based from what his site says, he added a hanami event (hanami is basically cherry blossom viewing, you've probably seen it somewhere before) and now there is a cycle for these events on weekends: Sea --> Festival --> Travel --> Hanami --> Sea and so on.
And it also said something about Imouto Fantasy, a new game he's making? Not sure if he had said something about that one before, hadn't paid much attention to be honest. Looks nice though.
