Basically if you are fighting someone that you can't one shot with cheats and does enough that he could one shot you without them. you will have this issue. Quite a few games actually have this in it to prevent the game from glitching.

Yeah I hacked it just to see if he had written anything it just goes to Start menu which is fine as its a linear game

The armour is included in some weapons... for example i have bought the assault rifle R14-u that has DMG:40 and DEF:15
