if you are at the beginning of the game, the sister is in her room, the aunt you have to call her with the phone, she will call you to go to her house, then you have to take a taxi that is in the main area of the city if I am not mistaken

First you need to help the police women and at that time you would find an invite. The police women is in the slum area.
