New Objective tracking in Journal, basically the walkthrough is in game chapter 5 only

Shorter skirts are now in game (you must follow the objective, can be missed)
Door Lock mechanic in game, not currently used, will be for future sex scenes
Chapter 5 can be done with 1 girl or all 4 concurrently
Moved Merlin to right side of hallway, he’s very obvious now

Time turner location is now random on the ground and opacity changes based on perception

personally, I am quite hyped about this new release, because it is the first "real" release under new inspirational leadership (read: JoeBanks). if you recall, main part of his first releases was to translate and clean up code, and to fix logical storyline snafus in chapter 4. This time, he spent full time on new content, I am eager to see what he has planned for us....
Technically the second. Or third if you count the Beta, which as I said was a throw. We added two locations in a row somehow ... Hey, at least we used that new location this release and enhanced it.

Right now I think there's nothing to that mechanic. However, completing their minigames should increase it a bit, at least once it's a relevant mechanic.
Definitely chapter five. Even people new to the game should start there. Right now the first four chapters are worthless exposition for the most part

Very unlikely. That's something that will take a lot of effort and its priority isn't that high until the game has an acceptable amount of content available for people
