Firstly check if you have the cum loving buff at lvl 3. This is the buff with the picture of the mouth, image below.
If this is not at level 3 then you have to get this to level 3, even if you are sure you currently have this you should double check because there are events in the game that can level it down to level 0/1/2.
After you get this to level 3 you should be able to talk to Esther at your house and select the second talking option in pink, image below.
You need to select "about the newest buff", once you are done talking you need to play as Esther and start doing the work in "secret projects!", image below
When you have done the secret project 3 times you can make gloria give you a blowjob and it will continue the story.
