Not really a hard thing to do. You can basically open up an acct online with accredited and licensed credit unions/banks usin paypal these days and some prepaid CC companies have bank routing numbers through major banks.

Banks and Steam are business people.
They want to make money.
The German government decided to set up some rules (which are only valid for Germany, so much for the EU, the rest of the EU has access to 18+ games). Steam said "ok, we are not playing your game, you are out!".
But why not take the sales in other countries, Germany is a really small market.
