You can unlock defensive skills that use energy, and you can unlock a willpower skill to restore energy.
And then you can effectively do nothing.

There's also free energy skills "pleasure stance" that are unlocked along with a passive, can't remember what's the condition to unlock these moves
is the gym dlc playable? Or is it still causing problems?

Edict in "Level 2" on the first column gives you one edict point more.
On the same level you can repair the Meeting Room to carry one unused point to the next day.
If you cant invest in Level 2 you have to subjugate it.

I don't think so, but when you finishes all the side jobs on a daily basis, having a riot is very unlikely.
does anyone know how to increase the number of enemies in battle,

Without mods and riot suppresion acts, riots are unevitable, with every day increasing chance of riot triggering on each floor, until it triggers. Side-jobs effectively making time for the next riot longer.
