I wouldn't be asking around if I hadn't already exhausted my options. The wiki is incomplete and doesn't cover much as far as mods are concerned, nor did they have the answers for those particular questions. Looking up the questions in this thread via the search bar didn't yield anything, and it's unrealistic to expect someone to comb through 250 pages. I couldn't find the github page for several mods, some of them only had their documentation in Japanese, and none of them reported any conflicts with the mods I installed. The repack actually did include readmes for the ones that had known conflicts with each other.It's not that no one knows the answer. All possible root causes are spelled out in the instructions, wiki, and in this thread. It is your responsibility to read the instructions. Retell the solution, to everyone who asks a question is not an option.
Moreover, the questions are usually repeated, and the answer is the same - boring.
At the very least, I did find a Discord server where I was able to get some more info. For the mods, I may have installed them incorrect, or encountered a rare conflict with the current version, so again, the best solution is to wait a bit for more updates and then do a clean install. I was too impatient before, and some stuff may have wound up in the wrong folders. I also might have ran out of RAM (I did notice my RAM was full, but assumed it was unintended and a concequence of the game freezing up rather than the other way around), which I need to upgrade, anyways, since I use a lot of digital art and 3D modeling tools. It's also possible that I installed a mod twice. All together, it looks like I'll have to wait a month or two to suss out the details, but it'll probably be solved though a clean installation, while more carefully installing these mods next time.
I also realized as I was typing this that this thread was specifically for the ScrewThisNoise repack, I figured everyone was starting with the same set of folders, so it didn't occur to me to specify the mods I installed that were causing the issues. Kind of hard to troubleshoot if you don't have that kind of info:

Also, I'm more used to AA2, and I didn't realize that customizable card backrounds had been a staple for a while now, so I assumed they were editted screenshots like you could do in AA2 with certain utilities. But no, all the cards I was seeing were just using in-game settings. Whoops.
