Let me clarify a few things.
First, I'm not removing the possibility of scenes with this theme, or any other alternative themes for that matter. If I find a perfect moment for a particular scene or simply want to add some variety to the game, I will implement it. However, I won't just shove a scene in randomly just to check off a tag. I'll do it in a way that feels organic and fits well into the narrative. I'm just not ready to develop this particular branch on a constant basis, as it would be like an unloved child I'd have to keep feeding (not the best analogy, but I hope you get my point).
Second, there's a reason why I didn't give players a choice to refuse a relationship with Roy in the City Route. The romance path hasn't even begun yet, and frankly, the main plot as a whole is just starting. It's all about getting acquainted with the new team, the job, and laying the groundwork for relationships that could still change in many ways.
For the City Route, I currently plan to implement two sub-branches: the Romance path and the Cheating/Bitch path. Each will have its own story and its own set of problems.
The same applies to the Whore Route: one path where Layla refuses any relationship, and another where she agrees to one, but these relationships will be fundamentally different from those in the City Route. I think you can roughly imagine what I mean

I might add more plot branches in the future, but it's too early to talk about that.
I also want to add this: no matter how hard I try to diversify the game, you will be tied to certain relationships depending on your initial choices. It's impossible to create a game with complete freedom in choosing a partner unless it's a dating simulator – but then you can forget about any substantial story. You'd just click on who you want to be with and play mini-games.
What I'm creating is a story about a girl where you have the right to steer her onto a particular path and influence her as the plot progresses. But the outcome is finite. In the end, you will either have a defined relationship, or you will reject it, or start cheating, etc. There is no, and cannot be, complete freedom of action. For my part, I will try to create characters with different personalities for each branch, who should fit into the atmosphere of what's happening.
