Stuff was cut from the game to get the update(s) out. It was added back to 3.0.22 by tfpatchguy with their translation patch but not with the WIP 4.0.6 one. There was never any toys though.

There's very little in the night shop with 4.0.6, if you selected all the quick start options you'll already have them.
