I checked the official files and no changes in there since a long time. This means there is no recognised bug there (related to 'proposing') and should it work fine. (For me work fine.)
I think (too) the problem is in your environment somewhere. So try running the game with minimal settings (tune down the graphics), doublecheck what you downloaded and extract it to a simple and failsafe location, like c:\games\. (Don't run from extractor, compressed folder or archive, neither from desktop folder or other userright-limited or system-protected space)

Is it possible for me to change or switch the character I am playing with another NPC?
(Not talking about editing the character that I am playing with).

so my last save was from v5 beta 2 and going to v5.14 would it be safe using that save or should i start over?

I'm trying to reverse engineer a bit those mods, trying to do an addon.
Where can I find some documentation on how to make a mod?

It depends on if you use some older mods too. But if this is not an issue then possibly safe, and always there is the possibility to make a new savefile and skip using the old.

Try editing the Stat in:

LifePlay - > Content -> Modules -> vin_Base -> Stats -> Longterm - > Karma.lpstat

Think if you change the stat minimum to 100, shouldn't* go below that.

In the same place you can add a daily change to add however much karma you want at the start of a new day.

Have not tested this, I cruise around with negative Karma all the time :KEK:

Just know that you need to save/copy the file elsewhere, because everytime you update, your changes will be overwritten.

It isn't there in normal settings.

There is a way...

I made a scene where if your character dies you can play as one of your kids.

If you are talking switching back & forth between characters like "The Sims" that would require a ludicrous amount of coding to pull off. No way I'm doing that for free and with the current limitations of this game.

You could also make scenes where you could make choices for an npc. But being able to pick the npc and whom they interact with would be very difficult.

the only optional thing i use is the uncensor patch,and yeah i think ill start over anyway just to be safe considering its been months since i last played.

Also seems to be a very minor bug but the version number in the bottom left corner says 5.13 instead of 5.14. And im 99% its just a minor bug since i have access to 5.14 content

Be aware this recent updates carry a numerous bugs. The upcoming 5.15 update dedicated as a big bugfix version.

There is other solution to this. Spend perkpoints to the 'Lucky Bastard' perk and this will mostly eliminate the negative karma effects. My opinion it's better way than breaking the default mechanics of the game. Karma can be refill relative easily with the 'Make a mod' and the 'Support Lifeplay on Patreon :p' and the various housework options.

Meanwhile in the last hour I wrote a little cheatmod what's gives you perkpoints.
I hope life(play) will be easier with using this :).
