Oh, another technique that tons of 2D games with high fidelity art use is spine/bone based animation. It's just like the 3D version where you weight your 2D art to bones, and then animate the bones to move the characters instead of say, drawing frame by frame animation.
This particular game uses that type of bone technology, but a lot of the characters and art are still delivered in very high resolutions which still may tax a gpu.
