Or maybe I'm too far in I waited till fall 31 and have the decorations on the living room and was wondering if I have to talk to someone to trigger the event or is it a quest (mine didn't update like they usually do the green arrows in a circle) if anyone knows how I would appreciate it very much.

I think you can only get them both if you put slave collar on Sasha. On 1st page there is a link to Wiki page where you have everything explained step by step.
