In 1st screenshot is shown how to unlock the door in east tower. When door is unlocked enter inside and do what 2nd screenshot shows. When door is unlocked go inside and there is Katherine's hat.

you are missing coins .. to buy the outfits.. there is a post by @Donnie Brasco for coins and their locations.. search that and you will have 7 outfits
