It's simplicity in itself. Don't speak to him. No, really that's it. Besically every single event in the game that isn't either a game over due to overloading on domination or corruption, or losing to badguys will only happen if you go interact with it. Some of them give you the chance to back out before activating, and some just go full swing once you touch them, but if you don't involve yourself then nothing happens.
A good rule of thumb is that every time you sleep, all collection points reactivate. It's supposed to be once per day, but timeskips aren't really treated as you having spent a few nights in bed, so...
I am pretty sure that you cannot enter those rooms, no matter what stats you do or do not have. My guess is that it was intended to be put into the game and the developers never got around to it.
The Slave Heart reduces your stats, pretty severely. I think I lost about 200-300 points on all the attributes of my lvl 99 character. Other than that, I can't say, I didn't look too hard into everything it did.

I have done this already and it hasn't worked. Infact I'm fairly sure my 'original' install was already the 1.06 version. Note that I have only used the MEGA version, so maybe there is some problem with that version specifically? Seems unlikely...

Yup. In my case i called his bluff, knowing if he uploads it he's going to lose what little leverage he has (though i did save before accepting it to see what exactly he had in mind).
In addition to what DueBro79 said, there is an event in the Outdoor area where you can get another Hypnosis resistance item. If you Join the Liberty Love seminar, when you get to the second floor, there is a hidden corridor to your right that has a couple of chests with some pretty decent Hypnosis resist items.
The Anti-illusion powder is dropped by enemies in the dungeon that's UNLOCKED by clearing out the hypno devices in the school. You can buy them from Mado, though.
