have you done the renegade suppression mission (the one above the monstrum one)?
iirc you get the massage parlour by getting high miasma without hitting 100 yet, then getting out of the dungeon

Just do it. You get emberassed about fighting in public and then you can watch your rear being shown on the internet.

If you are using my save file then you are already in it (and need to return to the end-game room from talking with Memoria to start a new run). Otherwise beat the game with a good ending and you will know.

When you recieve any (or almost any) ending, you will turn up in the Room of End. There is two doors, left is "new game plus", right is "door to future". Before beating real form of your archnemesis it's shouldn't be available. And doing it trigger good ending sequence anyway.

Where exactly is this cosplay shop? The only places I've found to buy Clothing items in the Outdoor Mall are the fashion center and the love liberty lobby, neither of which seem to have the Bloomers (Red).
