For the thief, just walk around the map at night time (when the map gets darker) He's a random chance.
The movie theater is tied to Ashley date, and will unlock when you get to that point.
The park is for Veronica, it the point in her quest, where you reward her for her loyalty.

I have 100Hearts with Ashley and will try it, and for the Thief; in the WT stands something about 18 a Clock and Run. Nice subscribe for Run anywhere on the Map and find him Yourself!

It requires 4 hearts, and I can't remember what the # was on the stars, but there should be an option either locked out or not at the end of the meal. If you can't click that top bar, look at the #'s and make sure you have enough.
I have have "no more hints" on each of the girls, so I am guessing I've done all the current content. Like this game as it's not a 20 min play game. The hint option is a nice plus for those that get stuck.

What the hell, man, this game i downloaded on a whim during a burst of disposable sexygames is teaching me coding? I don't do crap like this!

Ok, so editing the Pleasure value to zero gave me another star, if I'm reading correctly I shouldn't visit her at the club (again), but wait and not visit her during chores, THEN visit her at the club? I'm not sure if that will work (and I'm suspecting I have to re-edit the beach 'untie the bikini' scene, but i"m not sure which line that is.... well, for now I guess I'll continue visiting the beach and picking the claire/mom options in the proper order...

Nvm... the Phone hint changed to spy on her. Excellent. Progress is at last being maid...

Am I suppose to give veronica the maid outfit at 1 star or 2? Hint on phone still says give maid outfit, but when I do I lose points from her. The walkthrough says to do breakfast at pizzeria, but nothing happens unless I'm going at wrong time. Walkthrough says 10 am which pizzeria doesn't open until 11 am. Then also there's a line in it that says to go at 12:30 am and I don't think that works.

If you mean that you want to give someone an item, open your inventory, select the item and then click on the person you want to give it to.
Note: obviously not all items can be used like this.
