It seems there's a bug with triggering that scene.
I'll upload a hotfix for that (and fix the loop in the park while I'm at it).

Then proceed with date. I think I also got that option on second date anyway. Click on spoiler (in my previous message), there is explanation what to do further.
PS, that blonde is from gym. Maybe you need to see there first, in order to see her at restaurant. You can see her while working as personal trainer.
