Some suggestions:
- Open K-Lite Codec Tweak Tool and check if .mp4 is not selected/marked in the list for Media Foundation tab.
- extract the Game to your desktop
- Try to install Windows Media Feature Pack, if you are from Europe.
.mp4 is unticked on both 32 and 64 bit,
found a copy of 8.6 and tried 1 scene that froze in 9.2 and it went through no problem
