If you've already used your token you'll have to walk around at night and buy a new one from the shady dude for 1000$. For the A.I.S.A. project you have to visit Claire's room (your Mom's room if you're playing the incest version) at 20:00 and read her diary and then deliver her briefcase to her the next day and then google Dr. Russo. If you can't do any of these things it's a bug.

You forgot to pick up the token she dropped on the floor when you bumped into her. Change the time to 10am and go back to the police station. You'll see it on the floor. Then use the Google app in the phone.
The same as Sycho I had no problem picking up the token at the police station and to google for the location.
