He shows up at random locations and times, but as long as you take a walk starting at 18:00, you should run into him at some point.

I am almost finished game and trying get all achievement. I need help with few things. Its a masterpiece 
-All collectible location ( I collect almost all but few missing )
-I cant find gemini? if in our city where is lead?
-How i get acquaintance cassie,kelly,megan or so
-is masquerade event repeatable? i have so many coins but i cant do anything when i am inside

2. You need to walk around town to run into the guy selling the tickets. And have enough money to pay for them. Think it was $600.
3. If you met them, you should have gotten acquainted. If not, you are experiencing a fairly common bug.Either post your savegame so that one of the techies can edit it, or you can do it yourself. Cold_arctus provided an explanation of that like a week ago.
4. No idea. Never bothered to try, but I am guessing it is non-repeatable (after all Debbie would know what is happening).

New to this site, so please excuse me if this issue has already been resolved.
The animated intro background appears grainy, and so do the all the video/animations in the game (screenshot attached). I went into the "Streaming Assets" folder and played the videos using Windows Media Player, and they play perfectly fine.
Note: When I had version 0.9.1, I did not have this issue. When I downloaded 1.0.1 and 1.0.2 I encountered this issue.
Any advice or suggestions on how to fix this?

Check to see if your video card drivers are up-to-date. You'll want to download the drivers through the manufacture's website if you need an update for it.

Ah this issue.. if I remember correctly it isn't a driver problem but is cause by the video player plugin.
Try to replace the AVPro.dll in Plugin folder with the attached ones.
