Having plot and character development is key for most games (IMHO), because otherwise what do you have that someone can't get through regular porn? There are of course games like Honey Select where its basically an 'interactive sex simulator' which is an exception and mostly just offers choice but no plot.

But for most games the H-scenes are not that exciting on their own, what makes them exciting is the story and the character, is this 3D model just a 3D model, or is it your mother or your sister or your girlfriend, is she a prude or a slut, is she having sex because she loves you, because you tricked her, because she pities you, etc.
