It was fairly obvious 0.6 wasn't going to make the August 31 deadline. 10% to go and probably a week or two for bugfixing just wasn't going to happen when this week started. If anything, the sheer size of this update may mean a longer than normal testing period.
I do think that adding the neighbors and apparently a scene with the Harley Quinn girl probably pushed a doable update into late territory though. That should have been foreseeable.
As for the "he should have released the Caroline stuff as a seperate update" argument, he wasn't even fully done with her when he burned out. All the writing and bug testing would have still needed to happen and icstor likely wasn't capable of dealing with that extra stress during the burnout.
