Still stuck on preparing for the city. Browsed through the pages and found that I'm supposed to refuel and make wires? My issue is that there isn't any new prompts. Both for the generator, or for the wires.

The first thing about the generator is that you need to retrieve the manual from the cabin lift stop ( it's the door with the bloody hand sign on it), to do that you need to put the generator in sleep mode (to avoid been fried by the broken cables outside), then climb the wall to get to the roof and enter inside from there.
Once done read how the manual work.
Find the gasoline to refuel the generator ( turn left when you go to the main road) and go find the fuel station ( you will need two days to complete everything).
First thing is to enter inside the office, fight the shadow you will find there, and activate the fuel pumps; then got outside free the pump from the vines ,and put the gasoline in a can that you will find inside the fuel station.
Once you did everything, you should spend the evening with the girls (Mia, that you should have saved from the lodge hotel and Robin) reading how to repair the cables and, after you practice with them one evening with some cables taken from the lamps, the morning after repair the cables at the cabin, refill the generator and you should be able to go.

The main road is the one you use to go to the lodge ( it's the road available when you repair the wood bridge), once you will get to the part you need fuel for the generator it should trigger the event to go on the left, and find the fuel station down the road.

No, I'm talking about the cabin lift the one that go back and fort to the city ( the manual is inside one of the bags), the cabin is the one with the door with the bloody hand sign in one of the frame.

Probably it's not active yet, as I said you need to trigger the refuel generator event, and finish the tasks related to have that arrow for the left part of the road ( if I remember correctly it should start once you got to the part of repairing the cables training in the evening with Mia and Robin).

What triggers the event? I maxed my stats, did everything at the cabin, and nothing is clickable when exploring.

Did you look at the questlog? If there are other tasks to complete? That event it's triggered after you learned how to repair the cables and need to refuel the generator in the lodge basement.

I haven't gotten the repair cable event. As for quest log, it has no entries beyond telling me to prepare.

I need help, everytime I go try to fix the cables, the MC tell me I need to go and do other thing, like what other things? And how I tell the girl she need to build we have enough wood.

The foundation seems to be a bug. Mia has no prompt and no room shows an option. This afaik based on h scene is for the bath house and I don't even have lily yet.

There's a lot of things that don't work here.
I think that somehow the game is broken and it's not working properly, but I don't know if this only a bug, because you should have finished a lot of quests before arriving at that point, also the fact you don't have the option to go left is an indication that something is not right.
The only thing I can offer is giving you a save of mine to continue from there, let me know if you want it, you can always change the name of the MC via console command.

Here we go, in this save you're ready to leave for the city with every tasks concluded.
You can take some days of relax and rise your stats and the girls affection, but aside from that, every other things is solved.
I don't know honestly, it looks like the game had a serious issue and had a jump in the story, because that quest shouldn't have triggered until you had all the girls ( Noreia excluded) in the cabin, I had a similar issue with another game and I still didn't understand how it could happen so Iguess it was a one time exception, maybe.
Have a good playthrough.
