I saw this animation and think it's really well made:

However I don't know how to trigger it in game. I tried to defeat her with Kuromaru but it doesn't trigger the scene in the video.

Darn, since I can't figure out how to trigger this animation, I cheated by change the animation of the kick to this animation.
If anyone interest, use the Fighter Factory Studio to edit the character, open the States page by click this button:

Then search for "Statedef 210", then change the value of "anim = 210" into "anim = 15952". The number 210 is kick animation, and the number 15952 is the rape scene animation in the video. Then save the file and go to the game, select this character to control her, just press A Button (I mean game control button, not the keyboard, it's different depend on your game setting) to trigger the animation. If you select her as opponent then she can randomly trigger it too.
You can also change the value into 15953 to trigger another rape scene. Of course if you want to use the character normal, just change the value back to 210 .

The site also have other Dizzy characters and they might change the script, so make sure get this character.
But I still want to know what the actually condition to trigger the animation. If anyone know it please tell me.

I don't know because my knowledge of Mugen coding is very limited. I don't know if the author already finish this character or just W.I.P, but from the code I guess this scene is intended trigger by use a specific character defeat her, judge the monster rape her I guess it must be relate to Kuromaru, I tried every Kuromaru character I have to defeat her but not success trigger it.
We seriously need someone with mugen coding knowledge.

There are multiple Kuromarus. Check each version in the "chars" folder. There is a folder for each character name. Each folder has their own text file with all moves they can do listed (and how to perform them)

Im guessing Kur0maru. Found this in the commands file

Okay, thank guys, it's finally work. And you must use the exactly Kur0maru in this pack to make it work. The old Kur0maru I got from AK1 and mugen hentai site not work (she just stuck with the first sprite without progress until the match finish). Which mean there are some coding in Kur0maru (new) will effect Dizzy only however even if I read the code I still can't understand, haha.

There are multiple Kuromarus.

Yeah, not only a character can have different versions, same character from different author can different too because the data is easy to edit by anyone, some author add new move in old character to make it compatibility with new character, that's why you need to know exactly what that character is and where that character from.

In the last version there was a stage called "dragonball". Its no longer in the game in V1.4
I copied it over into stages and added the line " stages/dragonballz_Club.def" to the select.def file.
It doesn´t show up in the game though. I deleted most other stages to make sure I don´t miss finding this one between the other 100+ stages.

So is there another place I have to change some lines in a file too?

Does anyone know how to get the AI to spawn Poison in TOBF? The female enemy? They'll spawn everything else, except her, and looking through the files changelog says she should spawn after 400 ticks, but I've never seen her spawn

Movelist always forgets to mention Kuromaru's most important moves. v, >, z is his laser eye, >, v, >, z is his stun gas. You won't be able to catch a lot of the girls without those. He normally has a ranged stun gas too, dunno if it was removed in this version (Seems Kuro Press has it, but not Kur0maru). That's >, v, >, x

Info is missing most of Kurogirl's moves too. Pretty easy to find more moves with v, >, v, >, button or v, <, v, < button for most Kuros, that was kind of his oldschool defaults and is probably used a lot in general. Seems whoever made this Kurogirl was smart enough to not butcher all the Kuro moves, including their combat stuff. She's actually usable, unlike a lot of the other rapers. <, v, <, button is more.

Edit: Yeah, the Kurogirl is topnotch, has like all of oldschool Kuros moves, even the gloryhole. Best raper.
