Since When I try to clicks the Download button, nothing pops up nor any downloading progress as well comes up at all.

Well that depends on the program that you are using to mount the disc images. If you are trying to read disc two, then open up the program and eject disc one's image, then mount disc two. Once it's mounted, it should either continue on it's own, or you might have to hit the continue button.
whenever i try and play it after installing everything all i get is a popup saying "The code execution cannot proceed because d3dx9_42.dll was not found. reinstalling the program may fix this problem." and reinstalling it fixed nothing
LOL literally they showed up when I decided to not run it in Japanese mode

You need the Musumakeup HF Patch. If the original download didn't have it, go back to the OP and look under Useful Resources.

Wished they finished the translation. Got to the part where everything becomes gibberish. And I was getting invested, too...
