Barb won't just appear in the library. You need to do Anna's questline of books but the last piece won't appear in the shop, you can get it from the Secretary.
The translation doesn't require you to give it to her actually. There will be a new topic instead.

Having finished my first playthough of the completed game, I feel the need to just put this out there. This sort of thing has been mentioned before, but I only want to bring it up within the context of Patreon's crackdown on incest porn.
How fucked up is it that they track down any reference to incest, up to and including step- relations and, yes, cousins, but they apparently couldn't care less about rape porn. What kind of fucked up morality is that?!?! A crap-ton of incest games that were in development involved consensual sex between mature adults who just happened to be related. But in this game, as long as the cousin is now just a roommate, it is apparently completely OK with Patreon (and PayPal, who some have reported were the motivator behind the crackdown in the first place) that SIX OUT OF THE NINE girls you fuck were, in fact, raped. Let's recap:
