You have to renew the study room, then you can set them to increase yoga and club skills (because there isn't any room in the game yet) so you can be level up their staff level to level 4 max.
The study room will increase girl's lowest skill

Go to the Royal Stag and talk to Richard and Libby once that's done you will be able to open the study

Is there a typo in the changelog? As it mentions
Story
• Added all tier 1 events and reward outfits for Hana.
• Added all tier 2 events and reward outfits for Hana.

Hana's progress tab on the other hand has 2 & 3 as levels.

On the left there are the requirements to unlock the reward and next tier level, it's not the tier level.
1st row is tier 1
2nd row is tier 2 and so on

Kitanu, I'm sorry, but you've used a known cheat mod that is not supported by the developer. Therefore I cannot help you.

The last day of April is Friday.
That means that the next update will be in 5 weeks (instead of 4).
So sad!

Aha.
So tier is more like 'row' instead of 'level' on the progress tab.
Than I just guess Level 5 can have multiple tiers?
Or (like with the MC) a lot more 'missions' per tier.
Now the patron's poll also makes sense to me.
