Yes, you need to unlock the room it goes with, before you can find the item.

Haven't tried that combination ...yet but on another run through I did put all exp cards+ exp from store on 1 toon. On this play only have lvl 3 cards, but if the exp one works why not the other ones and btw thx for letting me know gonna go for them now, need tons money...you know...girls...sugar Daddy..yeah yeah hotel upgrades too

I'll look it up, in my game hotel lvl 4 have hana, done some quests with her but don't I've gotten that far, haven't paid debt, missing tons cards most are lvl 3, well you'll see, only problem don't think you can change name but you can change what girls call you. I checked my save already done that quest but you might be further in other stuff.
