Not A pirate by any definition, it's publicly released for free, by the author. Nothing is being illegally downloaded here. If he were to go out of his way to find a copy before alorth releases it, sure, but he isn't, he's waiting here for it. I think this same discussion happened in this thread not to long ago.

The dev says unpacking the rpas will make "the characters will not talk anymore when using the character dialog interface." As my patches are unpacked rpas that could happen. Not sure. Like I said use at your own risk. If that happens you need to DL the full game.
