Is this the girl you can save in the captured slaves quest? If so you need to do it 3 times
if it is the hooker girl you are going to need to read back i think bout 8 pages.

The Fallen Woman is Ava. Just by completing the main story, you'll save the fallen woman. For quests to level up, hit up the quest board outside Ferrum's place (where the guards try to take you away for 'questioning'). After that, you head back out into the desert where a location you can enter will appear.
