Okay let me explain in detail the problem we are facing!
It's called a Currency Blockade. This phenomenon means that we cannot, under any circumstances, use or own anything related to any other currency in the world except OUR OWN (whether it is an international bank account with another currency or spending any other currency except our own). Paypal requires owning a bank account with said currency, Euro, Dollars, Yen... And since we cannot have a bank account with a different currency than our own, we cannot spend money on Paypal since it doesn't support our currency, same for Steam and literally any other international luxury you people can spend your money on. Long story short, the problem relies on the country I live in and travel is nearly impossible without a valid reason.
Trust me when I say that for 11 years, I had to rely on middlemen, selling TF2/DOTA2 stuff and literally begging in order to fulfill my Steam needs because of this stupid BS. Every single person I tell this problem tells me to use Paypal and similar responses of this genre. When I tell them about my problem in detail like I do every time, they pity me like everyone else. So yeah, don't tell us to spend money if it is literally impossible for us to do so in the first place.
