There were a few times when I mentioned 6 - I was referring to the number of characters that will be present at the beach house: Ian, Perry, Wade, Emma, Holly & Lena. Actually no, without Lena in the first 2 days. So we have just Ian's gang and Holly (instead of Cindy or Allison). The point that I tried to make by mentioning The Fortress was that it doesn't feel like this will be a special event. Instead of them meeting at their usual place to talk, they will do that in a beach house. But no matter how you look at it, it is just another event in which only Ian's friends participate. Like you said, it will keep the scenery fresh, but only that.
There are not that many: Wade & Lena/Holly, Emma & Holly. After 11 chapters, the interaction between groups is minimal. How many times did Ian talked with Louise or Stan? Ian could have bonded with them considering how many times he went to Lena's apartment. He barely talked with Ivy a few times. What if Lena is together with Mike or Robert, and just friends with Ian. I doubt that she will bring her bf to the beach house in order for them to interact with other people. The same way I doubt that Perry would have the courage to invite Cherry, if he likes her. I think there are a few missed opportunities regarding pairs and what bothers me is that it doesn't look like that will change anytime soon. For example:

If Ian and Lena agreed to a threesome and didn't already have one with Louise, there's no reason it can't be with Ivy. If Lena can flirt with and fuck every character major or minor, why shouldn't Ian at least have one scene with each of the main girls?

Yup, also both being models isn't guarantee they'd get along. See: Lena getting all catty about Cindy in large part because Cindy also tries to be a model.
IIRC game sets a flag if Ian encourages Cherry to reconcile with Lena. It might be used for something down the road.
That's if Ian and Cherry are together. So even if it is possible, it's very restrictive as it requires the player to follow one specific path. Probably won't be the case for me since I have wholesome Ian and Lena. In any event, Cherry acknowledges that it's unlikely.

If EK doesn't want to do it and instead give BULLSHIT characters the content that was well deserved by Important characters who are close to MC's despite being in top 3 polls for the last 3 Fucking years. and doing absolutely worthless remake just to get a certain character(STAN) in liking to her audience just some people asked EVEN WHEN SHE HERSELF DIDN'T LIKED THE CHARACTER(STAN). Albeit saying there won't be more NEW characters and bringing in GGGB cast as cameo and to top it of giving them actual content and a fucking place in the main story(going back on words). Saying the story will be semi-realistic and throwing nonsense sex scenes(Marcel and Jack) when the character(Marcel) appeared for 1 time in polls and in the very next update is given sex scene.
Appeasing her patron's, no problem, do it, BUT not on the expense of the important to story characters and cutting down their content.

A genuine answer would be: because there's nothing that prevents Ian getting this option ahead of Lena, if EK so chooses. A simple, if crude answer could be, "because Ivy prefers cocks over pussies" (i don't know if she does, but there isn't anything in the game that'd really exclude this possibility)
