So about the inconsistent censorship,
Basically the dev (and I *mean* developer, as in one guy) intended to just publish this in Japan, where by law porn must be censored, and has been handling everything for *four years.*
As such the publishing house responsible for the Steam release don't see it as right to put more work on him after finally releasing his game to a wider audience.

It's still pretty shitty and kind of gay how they censor the women more than the men. I see this all the time in hentai doujins.
