Oh, yes, sorry about that; I had thought I'd fixed that in v0.21.1 but I hadn't. It's fixed in v0.23. The next update or patch I put out will have that problem resolved; hopefully for now (since the shops aren't implemented) the extra cash isn't too essential. If you run out just spend a little time stat training instead.
Well since you ask, in v0.23 I've introduced a new character, Mika, the trashy party girl. She's effectively a "new game plus" feature, as you'll have to get at least one of the existing endings (Emi or Nobuko) first to unlock her. If you've achieved those endings on a previous version that should work fine as the game's persistent data will remember.
Occasionally, when a new scene is loading, the loading may break and seem to simply be taking forever on a black screen, generally when trying to load the apartment. I know it's frustrating - it is for me too. Unfortunately this is because of a memory leak issue in the audio code used by the engine, not an issue in my own code, therefore there is no simple fix I can make for it. It doesn't happen on most systems, only a minority, and it doesn't have anything to do with how powerful the computer is - I just can't predict whether you'll get the problem or not. I have been working to try and find workarounds for the issue, but in the meantime my best advice is to download the alternative "no music" version, which is designed to reduce the effect, although it may not eliminate it entirely.

Mika doesn't yet, no; I haven't had time to get that far yet. The most recent stuff for other characters comes from the 0.22 release. Just introducing Mika, implementing her dating system and doing two full flashbacks and date conversations was a huge project for a single release.
No, that would require manually removing every line of voiced dialogue, sound effect and music file, so I haven't done that. The behaviour is just unpredictable and seems to based in the instability of the core AudioBuffer code. All I can say is that if it's sort of working for you then frequent saves are the only recourse at the moment, as the memory leaks will be a little random.

Believe it or not I don't think it's actually to do with whether your computer is powerful or not; some strong systems have had the memory leak problem and my crappy, ancient cloud laptop can run it kind of slow, but without crashes.
well sometimes the voice will work when it should and other times it won't on the same thing it had done previously for example at first when i talked to emi the voiced line didn't play but later on i tried a different dialogue option and it worked then went back to the previous one and it started working you should do some audio checks for future releases
