So no, IP bans aren't permanent if you buy another PC or change your IP address. As for the use of an proxy to get around it. maybe you can. But for those willing to go those lenghts inorder to unban themselves do they really have a life?
Hmm, interesting. Wasn't aware that this really is a problem in some (many?) places.
In my country, it's very easy to change the IP address. Either switch off the router and turn it back on - it's extremely like the ISP will give you a new IP address.
Or install a plugin into you browser (which speaks with the router) and you can change your IP address with one click.
Not the computer sets the IP address, it's the ISP who assigns the address to your router. And static IP addresses seem to be obsolete for 20 years (at least) here.
And proxies ... if anything else is to difficult for the users (imo it's not hard to find a website which acts as proxy while browsing), you can just use the Opera browser - it has a built-in proxy (can be activated by just one click on an icon close to the address bar).
