Been forever. When it's more than 3 or 4 months you can assume abandoned. Or more than 2 or 3 with no posts on Patreon of updates.

Most likely, work will continue, but per F95 rules it's been marked this way. They have disappeared previously and then showed up again all of a sudden, so there's still a chance this moves forward at some point. Who knows for sure, though?

I suspect never. In case you didn't notice, this game has been tagged as Abandoned. It's at the top of this page.
Just checked the developer's Patreon page. There hasn't been a post there since last June 15. They have only 2 Patrons left, and are earning the staggering amount of $2/month.
It's not coming back.
